    As part of the Navy’s continued effort to optimize the
    quality of the force and enable our end strength to meet future challenges, a performance-driven senior enlisted continuation board will be conducted beginning Sept. 21. Chiefs are regarded as the backbone of the Navy, and by retaining those with demonstrated and sustained performance, we strengthen both the chiefs’ mess and the fleet.

    Eligibility.
    • The senior enlisted continuation board will review
    records in order to retain senior enlisted leadership who
    exemplify the professionalism, deckplate leadership,
    character, institutional and technical expertise associated with chief petty officers.
    • As announced in NAVADMIN 030/09, the senior
    enlisted continuation board will review the records of chief, senior chief and master chief petty officers with more than 20 years of service and three years time in grade.
    • Sailors approved to transfer to the Fleet Reserve with
    an effective date before June 30, 2010 will not be reviewed.
    Also, command master chiefs and command senior chiefs
    are exempt from this continuation board due to the
    performance factors considered during their selection
    process.

    Board considerations.
    • Navy leadership fully recognizes the benefit of the
    senior enlisted community to the entire force. Records will be carefully evaluated in order to sustain a senior enlisted force that possesses a broad spectrum of experience on diverse platforms and warfare communities while ensuring rate and paygrade rotational requirements are met.
    • The continuation board is performance-based and will
    operate without quotas. The primary period of record review will encompass the previous five years of performance or advancement to current grade, whichever is later.
    Documented misconduct and substandard performance are
    the primary reasons a chief petty officer will not be
    continued.
    • Senior enlisted continuation boards will meet annually
    to maintain a senior enlisted force that remains committed to developing Sailors, enforcing standards and advising the fleet.
    • By removing under-performing Sailors, the board
    provides earlier advancement opportunity within the enlisted khaki ranks and to stellar first class petty officers.

    Key messages.
    • The enlisted continuation board will focus on retaining
    the Navy’s top performers to sustain a quality force that
    embodies the chief petty officers’ mission, vision and
    guiding principles.
    • Quality performance is the priority.
    • There are no quotas for the enlisted continuation board.

    Facts and figures.
    • Approximately 6,000 personnel will be reviewed by
    the Senior Enlisted Continuation Board.
    • About 70 board members are expected to convene Sept.
    21 for a period of three weeks to conduct the fiscal year
    2010 board.

    I cut & pasted this article of the internet. I was in the Navy in the mid-90's when they did the same thing to flush the ranks of deadwood. I was a CMC of a tenant command at the time in Naples, Italy. A "For CO Eyes Only" certified letter would show up in the mail and it had to be personally delivered by the CO to the Chief concerned. Oh, by the way, the Brainchild of this policy, Admiral Mike Boorda, committed suicide a couple of years later while he was CNO for reasons still not completely understood to this day. Go figure.

    Enlisted SER For FY-95 Cancelled Personnel Notes
    US Navy Press Release

    Because a sufficient number of people requested voluntary retirement this year, the Chief of Naval Operations has cancelled plans for the FY-95 Enlisted Selective Early Retirement Board (ESERB).

    In a message to the fleet, Chief of Naval Operations ADM Mike Boorda said "without an ESERB the figures show that we will have a 10 percent opportunity for master chief, a 10 percent opportunity for senior chief and a 14 percent opportunity for chief petty officer. Based on this, there will be no ESERB board this year."

    However, ADM Boorda cautioned that ESERB is still a possibility in the future. ESERB numbers are tied to retirement requests in the senior enlisted ranks. The greater the number of senior enlisted personnel that voluntarily retire, the less personnel that are required to be retired under the ESERB process.

    The ESERB is one program that the Navy has used to meet congressionally mandated end strengths. The total number of master chief and senior chief petty officers in the Navy is fixed at three percent of the enlisted force, by law.

    "Based on my reviews as I prepared to relieve as CNO, I am convinced that the Bureau of Naval Personnel has been doing a good job of managing this aspect of our drawdown," said ADM Boorda. BUPERS maintains a balance of retirements, needs of the future and advancement opportunity, while avoiding involuntarily separation of personnel who are not retirement eligible.

    This change does not affect personnel that are retiring under the FY-94 ESER process. Those personnel are still required to retire by Jul. 31, 1994. By LT Dan Bates, BUPERS Public Affairs
