Job Description
Our REM program focuses on achieving utility cost savings through support of facility repair and construction activities, including providing design review comments; project management support; identification of energy savings projects, construction coordination and oversight; and other support activities to ensure that installation-wide energy efficiency measures and water conservation measures are incorporated into new construction.
MCFA is seeking several highly motivated individuals to join our team as a Resource Efficiency Manager (REM ) to support our clients at Kadena AB, Misawa AB and Yokota AB, Japan. The REM will also perform duties to include (but not limited to) developing energy projects, executing stimulus funded projects, and provide innovative approaches for specific projects. Applicants should possess a working level knowledge of energy, water conservation, and renewable energy; and understand rates of returns on energy/water related projects communications-computer systems program management, Government contract acquisitions and management, Air Force procurement regulations and processes, project management, and requirements identification.

Desired Background:
· Experience in Energy Management Plans
· Understanding of Load Profile, data presentation and manipulation
· Energy Audits and energy project development
· Providing technical resources and management of energy related services
· Working knowledge in various energy estimating software packages – Trane Trace, DOE II
· Working knowledge in documenting and monitoring maintenance procedures utilizing software such as MAXIMO or SAP
· Thorough understanding of potential utility rates that may be encountered
· International M&V protocols
· Certified Energy Manager (CEM)
· LEED-AP
· Experience with utility contracts
· Experience with utility tariffs
· Developing energy projects
· Generate cost savings
· Conservation program
· Project management
· Working knowledge in the use of BIN, HDD and simplified methods of energy calculations
· Familiarity with all EO, ESPC, DSM, UP and other legislations and regulations related to energy program
· Understanding of the ESPC program including M&V protocols
· Proficient with use of Microsoft for analysis of energy usage data and the development of presentations of findings and proposals for cost-effective solutions
· Understanding of AWERS system for energy reporting
· ESPC guidance
· DOE M&V procedures
· CEHNC area-wide ESPC contracts
· GSA ESPC contracts
· DOE Super ESPC contracts
· United States citizenship - legally authorized to work in the US and Japan.
· Ability to pass a National Background Check for secret security clearance.
