    Job Description

     

    Our REM program focuses on achieving utility cost savings through support of facility repair and construction activities, including providing design review comments; project management support; identification of energy savings projects, construction coordination and oversight; and other support activities to ensure that installation-wide energy efficiency measures and water conservation measures are incorporated into new construction.

     

    MCFA is seeking several highly motivated individuals to join our team as a Resource Efficiency Manager (REM ) to support our clients at Kadena AB, Misawa AB and Yokota AB, Japan. The REM will also perform duties to include (but not limited to)   developing energy projects, executing stimulus funded projects, and provide innovative approaches for specific projects.   Applicants should possess a working level knowledge of energy, water conservation, and renewable energy; and understand rates of returns on energy/water related projects communications-computer systems program management, Government contract acquisitions and management, Air Force procurement regulations and processes, project management, and requirements identification. 

     

     

    The responsibilities of this role will include the following:

     

    • Reducing overall utility costs and consumption and water consumption intensity.
    • Conduct Energy Audits.
    • Optimize facility operations to minimize utility costs.
    • Support utility demand reduction to maximize cost avoidance.
    • Provide renewable energy support.
    • Identify potential energy projects, programs and initiatives.
    • Support the implementation of energy projects.
    • Provide technical and engineering support including, but not limited to, the development, programming, evaluation (measurement and verification), and project management consulting necessary for ensuring successful base energy and water conservation and renewable energy projects and initiatives.
    • Develop a facility and utility system energy and water audit plan, identifying facilities/buildings to be audited by fiscal year for meeting the federal mandate to audit 25% of covered facilities/buildings each year and audit all covered facilities/buildings in four years.  Conduct facility energy and water audits IAW this plan.
    • Develop re-commissioning/retro-commissioning plan for building heating, ventilating, and cooling systems, with input from base facility staff.  This plan shall identify and prioritize buildings needing retro-commissioning, leveraging the latest energy audit information.
    • Support base energy management offices through implementing and executing duties for base leadership, preparing reports, and responding to suspenses.
    • Generate reports and staff coordination, such as Staff Summary Sheets, one liners, and bullet background papers.
    • Retrieve project data through the ACES-PM system and provide analysis; retrieve key data and reports and resolve input errors.
    • Perform year of execution utility analysis and provide technical assistance to evaluate Utilities Privatization (UP) efforts.
    • Evaluate alternative energy project financing, such as Energy Savings Performance Contracts, Utility Energy Service Contracts, and Power Purchase Agreements, and assist bases with the development and implementation of these funding avenues.
    • Prepare and analyze Life-Cycle Cost Analysis or Economic Analysis of energy conservation projects, using AF standard practices, as well as industry standards and techniques.
    • Prepare briefings and impact statements in response to budget initiatives and program changes.
    • Work with the base Energy Program Financial Analyst and utilities manager to assist with the management and administration of utility billings, including development of utility rates for AF customers, using Air Force financial systems (DFAS, CRIS, AFERS, ACES-PM) and the Financial Management (FM) Directorate’s processes and procedures.
    • Assist the base with the review, interpretation, and application of DoD and federal energy laws and provide guidance concerning how the AF reports energy utilization metrics based on these laws.
    • Provide response to requests for assistance from PACAF or AFCESA.  Represent the base in meetings and committees as directed. Representation may include creation and/or presentation of briefings.
    • Coordinate facility and infrastructure technologies, systems and programs, and assist with evaluating manufacture technology claims.
    • Assist energy staff with applying for grants and special funding for supporting energy or water saving programs.   
    • Develop and analyze concept studies and define requirements for planning and evaluation of technical approaches and costs related to facility systems.
    • Evaluate and translate facility design or proposal concepts into a project that meets government requirements and mandates.  This includes but is not limited to risk analysis, traceability and audibility, constructability and functionality.
    • Provide technical engineering support, advice and assistance for reviewing systems maintenance and facility construction and renovation programs to include Military Construction (MILCON), Operation and Maintenance renovation, and other infrastructure improvement programs.
    • Assist base Energy Managers with developing and implementing energy awareness programs.
    • Attend the annual GovEnergy conference, including technical sessions, AF energy day briefings, PACAF energy meeting, and other associated meetings.  Travel costs will consist of air and ground transportation, lodging, per diem, and other expenses required to provide the necessary support.

     

    Desired Experience

     

    •  Experience in one or more of the following areas shall be advantageous to the REM.
    •  Practical hands-on experience in the Department of the Army’s annual energy reporting
    •  requirements.
    •  Experience conducting energy audits
    •  Experience with Heating, Ventilation, and Air-Conditioning (HVAC) systems, steam     and hot water boilers, chillers, and other energy intensive systems and equipment.
    • Experience performing life-cycle cost analyses.
    • Evidence of an ability to prepare and present formal multimedia presentations.

     

    Knowledge, S kills, and Abilities

     

    • Appropriate experience (two years of REM or equivalent experience, with mechanical engineering experience desired)
    • Working level knowledge of energy, water conservation and renewable energy.
    • Understanding rates of returns on energy/water related projects.
    • Understanding of  communications-computer systems program management
    • Experience with government contract acquisitions.
    • Familiarity with government management.
    • Knowledge of Air Force procurement regulations and processes, project management and requirements identification.
    • Ability to document all efforts performed in completion of each task in a detailed Monthly Summary Report (MSR) and prepare/submit quarterly REM cost savings reports, IAW ETL 09-8.
    • Appropriate experience (two years of REM or equivalent experience, with mechanical engineering experience desired) 
    • Fluent in written and spoken English
    • Be proficient in Microsoft Office Suite applications
    • Be able to create and develop effective briefings and present to senior leadership
    • Be capable of monitoring, prioritizing work requirements independently
    • Proficient in applying engineering concepts and skills
    • Experience with facility and related utility system design, construction management, operations and maintenance.
    • Experience in engineering analysis of facility and utility systems.
    • Educator/trainer experience desired.
    • Knowledge of the Army’s DPW organization to include:
    • Knowledge of the ESPC process to include:
    • Overall familiarity with the ESPC program including, how projects are identified,

    baselined, developed, constructed, measured, verified, and paid for.

    • How ESPC projects are evaluated for economic viability.
    • Knowledge of the UESC process to include:
    • Overall familiarity with the UESC program including, how projects are identified,

    baselined, developed, constructed, measured, verified, and paid for.

    • How UESC projects are evaluated for economic viability.
    • Knowledge of energy savings project identification.
    • Knowledge of alternative, renewable, and sustainable energy project execution methods to

    include Power Purchase Agreements, and Energy Purchase Contracts.

    • Knowledge of the Major Construction Army (MCA) program.
    • Knowledge of Environmental Management Systems (EMS) aspects (ISO 14001)
    • Knowledge of utility rate/tariff structures to include:
    • The ability to evaluate the accuracy of utility billings.
    • The ability to determine if the installation is currently on the most beneficial rate

    structure/tariff.

    • A REM shall demonstrate evidence of the following abilities:
    • Effectively communicate thoughts, both in writing and orally.
    • Work independently and proactively in achieving complex technical objectives.
    • Effective interpersonal skills:
    • Work well with others in problem solving situations.
    • Develop and facilitate solutions by achieving consensus on complex or
