I was thinking this thread was about base safety and human responsibility, and I want to pipe in on that basis. On both of those counts it is not a good thing to have cats without owners running around. Many bases in the US and around the world have instituted TNR (trap-neuter-return) programs. It is in the best interest of families, kids, drivers, pet owners, and security if we keep homeless animals to a minimum. Control the food sources, and prevent new births and the number of free roaming cats will get smaller.

Whatever you logically think, a small thing darting in front of you may make you swerve your car. That is a dangerous thing for our tiny passengers as well. We don't need everyone to be concerned about stray cats. A few people in cooperation with security can keep it under control, and everyone benefits - those that like cats, and those that don't.

Pet cats do not belong out running wild. If you love your pets, keep them indoors. Domestic cats are not native to Japan. There are a few species of wild cats (on Tsushima & Iriomote) that are native. Fluffy reverts to a stone cold killer once outdoors, many migrating birds are killed by domestic cats, including several endangered species. I loathe cats running wild, I might not speed up to thump one but I don't lose any sleep over one being hit. It's simple, you want to keep Fluffy safe? Keep her indoors! If you do let them roam, for goodness sake, put a bell on their collar.
