Hi I'm new here. Sorry if I'm just jumping into the boards. I am 7 months pregnant and don't need this stress. I am desperate for help so PLEASE I'll take any advice I can get.
My hubby and I are in Yokosuka. We have a year left on his contract and were looking into our options as to what to do next. Some detailer is trying to tell him we can't leave Japan because the budget doesn't have any money left for PCS'ing. Well I have heard of this happening before but all those people just stayed a few months until the money showed up and then the went back to the states fine and dandy. This guy talking to my husband is telling him he either has to willingly sign here for another 3 years (or go to atsugi or misawa) or they're going to force him to stay by calling it "falling within the NEEDS of the navy". Which is not right.
I am going to be blunt here, I can't stand this place. I like it the first year and a half, but now coming past the 2 year mark I am downright sick of it. I want to go back stateside. I don't care if I have to go to Montana or Idaho. I just want to leave. And I did not do 5 years of sea duty to get stuck on MORE sea duty. We EARNED our shore duty. This place is HARD to live in. We do at LEAST twice the deployments they do in the states. I will no go through more of this.
This guy is telling him he has to pick and pick like NOW. Which can't be right. We have a YEAR left. So what? You're telling me the Navy isn't going to have money a year from now to let us leave? Let us pick our stupid orders and then pay for us to move when you get the money! If they aren't going to have money over a year from now they obviously don't know what they're doing and shouldn't be in charge of ANY money.
What do I do? Who do I talk to? Hubby is deployed and obviously surrounded by LIARS. Why did all my friends get around this drama and some guy is trying to sucker my hubby?
I just want to go. This place is too far and too hard. I don't care where we go next, just as long as it isn't here.

Aww honey that's gotta be hard. Navy's motto is "Hurry up and wait". The guys do leave here a lot, but they've got a lotta sea to patrol.

It's really important to get plugged in and make some friends. It makes the time fly a lot easier. And being pregnant too. I feel for ya.

The FFSC and Chapel have some wonderful classes and connections. PWOC at the Chapel of Hope is a great place to get help. FFSC (Fleet and Family Service Center) will have someone there who can either help you or tell you who you need to contact.

I've totally relied on these services to help me out. Look into it, kay?
To enjoy Japan you gotta go out and experience it! Need a buddy, msg me!

Sounds like 2 different issues at play here. First, it is very possible there is no PCS money right now. They run out all the time, esp in Sept which is the end of the fiscal year. However, it's a stretch to say they won't have some money in a few months so at worst, you get extended a few months in Japan. This is quite common.

The second issue is the "needs of the Navy" thing. What rating & paygrade is your husband? In some rare cases, with a unique skill or NEC, it is conceivable he is badly needed here and just can't be spared. If he's in a common rating with no unique NEC, then the detailer is just blowing smoke. They just need to suck it up & order someone new to Japan.

The final issue is the "one year left" on your husband's contract. Maybe the deal is, with such a short time left they don't think it's worth it to order you to a new duty station for just one year (or less). More cost effective to leave you here till your EAOS. If you're husband is thinking of re-enlisting, he could use this as leverage. Basically: "I'll re-enlist if you get me out of here. Otherwise, one year & I'm out." But don't bluff at this game; they can force your hand and limit future options. He might even be able to extend for orders (i.e., extend enlistment by one year to get orders, vice a 4-year re-enlistment.) After one year, the option of reenlistment is back on the table.

Sounds like he needs a high-powered advocate on his side. Is his carer counselor or CMC helping out? Sometimes dealing with the detailers just takes a little more horse power. Sorry you didn't like it here. This is my 3rd time in Japan (this time, as a contractor) and I totally love it. I understand it's not for everyone.

Yea. There's no money NOW. Until October... which is one month away. Problem is that leaves us 2 months to "pick" orders off the list. Then we hit the 5 month cut off for "needs of the navy". That's an actual policy. I was doing some research on the big PCS freeze of 2009. So here's our dilemma: in the 2 months we have left, the only things that are available to us are JAPAN or "west" coast. Because this guy is telling him they will only let him move to the west coast. Which to me is nonsense. I would say whatever, let's go west coast, but that's another 3 years of deployments and the whole reason we're staying in is because we want the shore duty we earned. His contract for the navy is up in July. So it's not that we just want to go somewhere else, it's that we want to reenlist for shore duty somewhere else. He has been on sea duty for 5 years.
There are PLENTY of sweet shore duty slots available east coast (one being 30 minutes from a family member WITH CANCER!) but they wont even entertain the idea of letting us pick any of those.
He has tried talking to the chaplain before, got nowhere. I have tried talking to my chaplain. He wont even return my phone calls and I had to hunt him down after a mass to speak with him. Only for him to say he'd call me back. That was a month ago...
Every time I reach out to anyone (ffsc, nmrs, ombudsman, etc) I get treated like absolute garbage. So it's no mystery why I'm sick of it here. I love the country, don't get me wrong. I am just sick of everyone on this base thinking they can just walk all over me. And don't even get me started on the hospital care here....
He does need someone higher up to help him. But no one will. He's talked to a lot of people and everyone is just out for themselves as usual.
And he is not a rude person. Everyone likes him and he has a ton of friends. But no one wants to help. So we're stuck with: stuck here for 3 years, go do 3 more years of sea duty (making it over 8!), get out of the navy with an 8 month old child.
This is... ridiculous. I just want to go to the states and not have my hubby leave me for 3 more years.
