    Sumitomo Awarded USS George Washington Maintenance Contract

    U.S. Fleet and Industrial Supply Center (FISC) Yokosuka Contracting Department Afloat Contracts Division awarded a three-year contract for ship repair and maintenance of the nuclear-powered aircraft carrier USS George Washington (CVN 73) (GW) to Sumitomo Heavy Industries, Ltd., Aug. 6.

    “This is a follow-on procurement to the original Single-Ship Multi-Option (SSMO) contract and provides for the repair and maintenance of the Yokosuka-based, forwarddeployed aircraft carrier, currently the USS George Washington,” said Jon G. Wester, director of FISC Yokosuka Contracting Department Afloat Contracts Division.

    For the SSMO renewal contract, Wester served as the procuring contracting officer and source selection authority and was assisted by SSMO Administrative Contracting Officer (ACO) Eddie Nelson and Contract Specialist Junko Nishio.
     
    The previous contract for SSMO aircraft carrier repair and maintenance was awarded in December 2004 to Sumitomo Heavy Industries, Ltd. with contract performance expiring September 2010.

    Following technical and cost proposal evaluations, the review and approval of source selection documentation by Naval Supply Systems Command, Contracting Management Directorate (NAVSUP 02) and subsequent contract negotiations, a contract award was issued to incumbent contractor Sumitomo Heavy Industries, Ltd.

    According to Wester, the contract is valued close to $70 million.

    “The contract includes a base period of two months for the fiscal year 2011 advance planning valued at $2.6 million and three one-year option periods each priced at $22 million,” he said. “The option periods take the contract through the end of the fiscal year 2013. The total value of the contract, if all option years are exercised, is $68.6 million.”

    The place of performance is at Commander Fleet Activities Yokosuka, at local plant operations in Japan and at sea when required, Wester added.

    “The contractor makes repairs and performs alterations for scheduled and nonscheduled work aboard the carrier during and between scheduled Chief of Naval Operations (CNO) availabilities, including emergent work as directed by the contracting officer,” said Wester. “The contractor also acts in the capacity of an integrator of numerous subcontracted efforts, coordinating the continuous and efficient delivery of repair, maintenance and modernization efforts to allow a timely return of the ship to fleet operations in this area of responsibility (AOR).”

    The customer for this procurement is U.S. Naval Ship Repair Facility and Japan Regional Maintenance Center (SRF-JRMC), and delivery orders are issued under the contract based on the needs of SRF-JRMC.

    SRF-JRMC is tasked for carrier repair and alteration efforts by a number of U.S. Navy commands including Commander Naval Air Forces (COMNAVAIRFOR), Naval Sea Systems Command (NAVSEA), Naval Air Systems Command (NAVAIR), Space and Naval Warfare Systems Command (SPAWAR) and Naval Warfare Development Command (NWDC). The tasking involves changes to the ship’s configuration and shipspecific systems and operations, flight systems and information technology modernization efforts.

    SSMO contract performance is carried out by Sumitomo Heavy Industries Marine and Engineering Co. (SHI-ME), which is a Sumitomo Heavy Industries wholly-owned subsidiary. SHI-ME is a company that performs the design, manufacture and repair of ships and marine structures and is a major provider of ship and marine engineering services. SHI-ME has 380 employees with production facilities located in Yokosuka.

    The contractor Sumitomo Heavy Industries, founded in 1888, is a comprehensive manufacturer of industrial machinery. It manufactures and sells various products that range from general industrial machinery to cutting-edge precision control machinery and components. The firm’s main office is in Shinagawa, Tokyo. Sumitomo Heavy Industries employs more than 15,000 people throughout Japan.

    FISC Yokosuka Contracting Department Afloat Contracts Division, which conducted the renewal SSMO procurement project, is responsible for the award and administration of all ship repair and maintenance contracts in support of SRF-JRMC requirements in Yokosuka as well as for Military Sealift Command (MSC) efforts throughout the Western Pacific AOR.

    In addition, the Afloat Contracts Division handles aircraft maintenance contracts for U.S. Naval Fleet Readiness Center Western Pacific (FRCWP) located at Naval Air Facility Atsugi. Supplies and services are procured by the Afloat Contracts Division on behalf of Yokosuka-based fleet customers as well.

    8月6日、米海軍横須賀補給センター(FISC)契約部艦船契約課は、米海軍原子力空母ジョージ・ワシントン(CVN73)(GW)の修理整備を行う3年契約を住友重機械工業株式会社に発注した。「これは、既存の単独艦多重オプション(SSMO)契約の更新であり、横須賀に前方配備されている米海軍空母(現在は空母ジョージ・ワシントン)の修理、整備を担う契約です」と語るFISC横須賀契約部艦船契約課長ジョン・G・ウェスター氏。 SSMO契約の更新では、SSMO契約担当官であるエディー・ネルソン氏と契約専門官西尾淳子さんの協力により、ウェスター氏が調達契約官及び業者選定権限者を務めた。前回の空母修理整備SSMO契約は2004年に同住友重機械が請け負い、今年9月に契約が満期を迎える。技術的及び価格提示の審査、海軍補給システム本部契約管理部(NAVSUP02)による請負業者選定書類の審査、承認、その後の契約交渉を経て、8月6日に現在の請負業者である住友重機械に契約発注を決定した。ウェスター氏によると、この契約額は7千万ドル相当に上る。「この契約には2011年度事前計画の基準期間2ヶ月(260万ドル相当)と1年オプション期間(2千200万ドル相当)が3年分含まれます。オプション期間は2013年度末まであり、すべてのオプション期間が履行された場合、その契約合計額は6千860万ドルに上ります。」また、作業は米海軍横須賀基地以外でも、要求があれば日本全国の地方工場設備及び海上でも実施される、とウェスター氏は付け加えた。「請負業者は、海軍作戦本部(CNO)指定定期整備期間中あるいは、その合間に空母ジョージ・ワシントンで定期または不定期の修理、改修作業を行います。これには契約部長の指示による緊急作業もこれに含まれます。また請負業者は、多数の下請契約作業を取りまとめ、空母が速やかに第7艦隊担当地域の艦隊作戦活動に戻れるように修理、整備及び最新化作業を継続して効果的に実施できるように調整を行います」とウェスター氏。この契約のカスタマーは横須賀修理艦船廠及び日本地区造修統括本部(SRF-JRMC)であり、作業指示書はSRF-JRMCの要求に基づく契約に従って発行される。 SRF-JRMCは、海軍航空隊司令部(COMNAVAIRFOR)、海軍海洋システム部隊(NAVSEA), 海軍航空システム部隊(NAVAIR)、米宇宙海上電子技術部隊(SPAWAR)、海軍戦開発部隊 (NWDC)など多数の米海軍部隊から空母の修理、改修作業の依頼を受ける。その依頼に は、艦構造の変更ならびに空母固有のシステム・オペレーション、飛行システム及び情報技術の最新化作業などを含む。 SSMO契約の履行は、住友重機械の全額出資子会社である住友重機械マリンエンジニアリング株式会社が担当。住友重機械マリンエンジニアリングは船舶・海洋構造物の設計、製造、修理等を行い、船舶及び海洋エンジニアリング・サービス業の主要な提供者であり、横須賀製造所では380名の従業員が勤務している。請負業者である住友重機械は1888年に設立、一般産業機械から最先端の精密制御機械・コンポーネントまでを製造・販売する各種産業機械の総合メーカーであり、本社を東京都品川区に構え、日本全国に1万5千名を超える従業員を抱える。今回のS S M O調達計画の契約更新を取り仕切った FISC横須賀契約部艦船契約課の任務は、西太平洋担当地区内の米海軍海上輸送部隊(MSC)の活動及び SRF-JRMCの要求を支援するために、すべての艦船の修理、整備の発注、管理を行い、さらには米海軍厚木航空施設に所在する西太平洋米海軍艦隊即応センター(FRCWP)に代わり空母艦載機整備契約を締結、また、カスタマーである米海軍横須賀基地に前方配備中の第7艦隊への補給品及びサービスを調達する。
