Q: I have seen on many occasion’s people in both “Y” plated cars and Japanese plated cars, stop at the dumpsters located in front of the Officer’s Bachelor Housing and next to building 3154 (C5) to dispose trash. If this trash is from their off base residence, is there a rule or policy banning this?

A: In accordance with Commander Fleet Activities Yokosuka (CFAY) Policy statement of Feb. 1, 2005, disposal of trash (other than bulk items and approved recyclables) on base by off-base residents is prohibited. Off base residents must use their neighborhood curbside trash disposal service, or take advantage of other services provided by their community. This policy constitutes a lawful order and violators will be held accountable. Further, CFAY instruction 11200.1T paragraph 6e (1) states that if an individual is involved in unauthorized trash or hazardous material disposal onboard the installation, it will result in an automatic 30 day suspension of their drivers license. Second offenses, no matter how much time has elapsed between the two offenses, will result in a automatic 12 month suspension. If you see illegal trash dumping, please note the license number of the vehicle and report it to security.

回答：2005年2月1日付け横須賀基地司令部方針声明によりますと、大型ゴミ及びリサイクル対象のゴミを除き、基地外生活者による基地内へのゴミ持ち込み処分は禁止されております。基地外で生活されている皆さんは、生活する地域のゴミ処理サービス及びゴミ収集場を利用しなければなりません。これは法的に強制力のあるもので、違反者は処罰されることになります。さらに、横須賀基地司令部指令書11200.1T、6e (1)項には“基地内で未許可のゴミもしくは危険物を処分した場合、30日間の運転免許取消処分に処す”とされております。上記の違反が2回目の場合は、前回処分されてからの期間に関わらず12ヶ月の免許停止処分とされます。皆さんがもしゴミの不法投棄を目撃したら、車両のナンバーを保安部まで通報してください。
