As you may know, it is Bon Odori season.

I've been to Higashi Rinkan Awa-Odori festival which had held just in my local area.

The fest will be held tonight as well, Aug. 08, 2010 from 5:00pm to 9:00pm around Odakyu Higashi-Rinkan station, Sagamihara, Kanagawa.

There are so many such local "Odori" (Japanese style dance) festival all around the Japan in this season. You may find your local's if you are careful enough to see flyers or posters at stations, bus stops, local bulletin board (... doesn't mean on the net. You may see physical bulletin board in your area.)
Maybe these notices are only in Japanese, but you may see pictures of dancers so that you can recognize that is the notice of a fest. You may also understand when, because date are written in Arabic numerals - just remind that Japanese write "month" in numbers. Aug is "8"th month - and order of date is Year - Month - Day.

If you can't find any Bon Odori fest at your local area, or you are just interested in Higashi Rinkan's fest (above video), you can come to Higashi-Rinkan from Yokosuka by Keikyu, Soutetsu and Odakyu trains. From Yokosuka-chuo, go to Yokohama by Keikyu, and transfer to Sotetsu line. Take Sotetsu express train until Yamato, transfer to Odakyu to Higashi-Rinkan. Odakyu expresses don't stop at Higashi-Rinkan, so you should catch "local" trains. The fest is held just out of the station.
