Q: I have a question regarding incidents of dependents being pulled over in their vehicle on base for vehicle checks. When security personnel check the paperwork of the vehicle, they were told that they were not authorized drivers of the vehicle. If the sponsor is the owner of the vehicle, their name and social security number is on the dependents ID card and the dependent has a valid CNFJ Drivers license, why are they being told that they are not authorized drivers and that their car could be impounded?

A: As per COMFLEACTINST 5800.2F, USFJ personnel, which includes dependents, are not authorized to operate any vehicle unless the registered owner ensures the additional drivers are on the liability insurance and they report their family member ’s driver ’s license information to the Vehicle Registration Office to be added as additional drivers. Although the Armed Forces Identification Card shows the sponsor’s name, it does not give authorization through the sponsor to allow that person to drive their vehicle. Additionally, it allows for CFAY Security to have knowledge of who is authorized to operate each vehicle when they are conducting administrative checks.
