    Rear Adm. Yasushi Matsus**ta, Chief of Staff of the Self-Defense Fleet, presents a letter of appreciation to U.S. 7th Fleet Command Master Chief Marcos Sibal June 11.



    Sibal received the award for his assistance in helping to establish the Japan Maritime Self-Defense Force Command Master Chief Program.
