    Policy Applied To All Personnel Who Register Vehicles At VRO Yokosuka
    July 2, 2010

    Q: I went into the Vehicle Registration Office (VRO) to get the updated base stickers for the vehicle owned by myself and my wife.

    I was told that all my paperwork on that car was up to date, but they would have to see the road tax paperwork on the vehicle I am in the process of transferring to other person prior to issuing the stickers.

    I went back to VRO with all the paperwork for both vehicles and I was told that since the insurance had been transferred to the other person, I would have to get new insurance in my name to get the stickers.

    The only item out of the ordinary with the vehicle’s paperwork is the insurance of our second vehicle which is in the name of the other person who is awaiting the off-base parking permit to be returned from the Japanese police to complete the vehicle’s purchase and registration in his name.

    As I am about to deploy, I am not afforded the luxury of waiting the five business days for a parking permit to be issued for full transfer of the vehicle title.

    As all applicable taxes, insurances and title are up to date on the vehicles, I am requesting a road tax sticker be issued for the vehicle for my wife to use.

    Not having access to the base by car will be an enormous hardship upon her while I am on deployment.
    A: We apologize any inconvenience you may have encounter however, according to Commander Fleet Activities Yokosuka Instruction COMFLEACTINST 5800.2F Article 16, paragraph 6b, Personnel owning “more than one” vehicle must present valid registration paperwork for each vehicle registered prior to being issued a USFJ Form 15 base decal from VRO.

    This policy is in place and applies to all personnel who own a registered vehicle. Once the information for both vehicles are verified to be satisfactory by a VRO representative, a base decal will be issued to the current owner.

    It is the responsibility of the vehicle owner to ensure your registered vehicle’s remain in current status at all times, to include liability and JCI insurance.

    Unfortunately, further processing of transferring your second vehicle will not be possible until the return of the buyer, since it is policy for all personnel to posses a valid parking pass if residing off the installation. Security published re-registration requirements to all personnel beginning March 2010 and understands the strain that is now placed on your spouse to complete the registration process in your absence and ask that you contact MACM David Aguilera at 243-2300 for immediate assistance.

    Looking for information about VRO! I am bringing my motorcycle to VRO tomorrow to get the base only plate and license. I have already taken the Basic Riders Course, and I know the process for getting my out in town DL.

    My question is what do I need to bring to VRO tomorrow to get the base only plates? Besides the bike and ownership paperwork?

    My husband and I already owe a vehicle. We live on base but I am currently out of the country. We are buying a second vehicle, and since the first one is in his name, the new one would be in my name. Since I am not there at the time of the buy is it possible to have the car in my name without my presence? What is necessary for that to happen?

    Both vehicles will be in the sponsors name. The VRO will need proof that you and your husband both have drivers liscence. This is assuming that the sponsor is authorized two vehicles. If your husband is the dependent then he needs a power of attorney. You do not need to be there to give them your drivers licsence number.
