Not exactly sure what the question is, but a child with ADHD should in most cases have support and accommodations available here in Yokosuka. I would recommend contacting the schools, sending them copies of any IEPs you have and discuss your childs needs with the Special Ed. Departments. The schools have Spec Ed departments. I would just try to gather as much info- reports, evaluations, etc about your child to present to the EFMP/Doctors. Have as much information about your post (emails from the school, statements of what level of support they provide, etc). So you're armed with "My child needs this- This base provides this-

Make sure you bring enough meds (if your child is on them) with you to last until you can get into Mental Health to see a Dr. I'm not sure if those meds are like many others here- where you're limited in choice, so be prepared for the chance you may need to switch. I don't think that will be a huge concern, but if your child is on one of the more common meds for ADHD I'm sure you'll be fine. Please be aware that counseling and psychiatric appointments are limited. I believe there is currently one psychologist with EDIS (the schools have some too) and she serves nearly all of Japan. The pediatric Psychiatrist is the only one base at the moment, all the others are deployed to the war zones. So they are stretched thin. They provide good services, they just have mountains of work. So the only problem I may see is if your child requires large amounts of counseling and therapy. It'd be nice if Uncle Sam could send some more mental health professionals out to help families and service members.

Recommend contacting Megan Cullen and Barbara Kiyuna, they may be able to assist with the documentation and paperwork required to help. The EFMP process seems to be a very strict and precarious one. Good luck with your efforts.
