Do Civilians In Japan Get COLA?

No. Local hires (and contractors I think) get nothing. World-wide hires get POST ALLOWANCE instead of COLA.

I'm a DoDDS teacher (civilian) and I get COLA.

Per the two previous responses: There's a difference between local hires and stateside hires. But on a related question: Have people found work-arounds for this? Like, could an otherwise local hire go back to the States long enough to get hired and qualify for allowances? Does it come down to having friends in HRO?

Local hire DOD civilians still get Post Allowance (COLA). It is LQA (the house rent) that they dont get.
People who have had "hook up" to get entitlements they shouldnt have usually get caught at some point and have to pay it back. So no point to have that hanging over your head just waiting to get found out, I guess....
