This is a reply to an old post, but as you know I am moving to Japan next month so I had an interest in this.  I'm trying to decide to use Navy Credit Union or Community Bank so comparing between the two for convenience and options.

My suggestion is USAA - they refund ALL ATM fees, plus their interest rates are incredible. They also have great investment accounts available. They will never put a fraud alert on your card once you notify them you are overseas and active duty - they understand that you go to weird ports and expect strange charges. I have had an account with them for 3 1/2 years now (since I got married) and have had absolutely no problems.
