I am moving the Japan in October and can find no info about appliances and plug outlet standards. I know off base the current is slower than USA standards but we are looking to go to the Negishi housing and want to buy an electric mower but I need to know if it would work out there.

On base is all to US standards. The base has self help sheds with lawn mowers, so you probably don't need to bring your own, unless you're really attached to it.

Everything works for me on base EXCEPT an analog clock which seems to suggest that the power is at 50hz and not 60hz, I bought it at the exchange feeling that they would not sell something that would not work, I was wrong. All other electronics work fine and housing has the correct plug types.

Off base you shouldn't have any worries. They will supply you with a couple of transformers (though we only used ours for the microwave). Otherwise, everything else seems to work just fine. We had no problems in four years -- though we did have to buy lots of the three-to-two-prong adaptors.

You mentioned appliances -- don't bring a washer or dryer. They'll supply those for you, off base or on base.
