The inspection when you leave is just like when you move in to the property.

Do you remember when you moved in, and you had to fill out a form for all the discrepancies?

You signed it, the housing agency agent signed it, and you had to leave a copy with the housing office onbase.

Basically they will go through and see if there is any damage, or things that they will try to charge you.
They will usually take the expenses and fees from your security deposit.

One advantage that you have is the ONBASE HOUSING OFFICE.

If you do not agree with something, you can always attest to those damages, and complain that they were there before you moved in.

Its important that when you move into a property OFFBASE you write down every single thing.

In Japan, they actually have private companies that you hire that know all the laws and rules that agencies can charge you for. The base should know all these rules, since they have to deal with move-out departures almost daily.

I would recommend you clean the house as if you moved in, and it was in the same condition before you moved in.

Homes has great things that will help you touch up paint, holes, cracks in wood, etc..

Thanks for the advice, Adam. It is SPOT-ON. I did all of those things. I'm just waiting around for two weeks to pass so I can do the final checkout.

It has gone swimmingly so far. I mean it has been painless and quick and oh so professional (the Housing Office was especially awesome and detailed).

She said over and over again, "if you do not agree with the agent's assessment of the checkout, do not sign the form. Instead come to the Housing Office." Sweeeeet. Giving myself 3 week buffer in case my snake-in-the-grass agent tries to pull any fast ones.

She said over and over again, "if you do not agree with the agent's assessment of the checkout, do not sign the form.
    This is exactly correct!

The moment you sign the form, your agreeing that they can take those damages and have them replaced.

The form your signing doesnt state prices it just says, you agree to these additional damages.

So if they go out and hire someone to fix the damages and your Security deposit doesnt cover all the expenses you would have to pay for the remaining amount above.

Japan has had several criminal companies do the wrong thing when it comes to Inspections when people leave properties and businesses.

In the Japanese society, they usually require 10 months security deposit for a business/office space.
So imagine your rent being 150,000 yen x 10 months. You have to give them 1.5 million yen up front. (estimate $15,000). Anyhow, you leave the office space, and there are tons of things they have written down that they say you damaged... There might not be anything, but they just say you did anyhow, because they want to keep as much as they can of your security deposit. Never think they want to give it back. In the Japanese society and you dont have the BASE HOUSING OFFICE to protect you, you must go through official companies that WILL PROTECT you.

The housing agents really dont want to get on a bad relationship with the base, so they usually dont over charge the base members, but it does happen from time to time.

If you arent attached to the base, its an entirely different ball game.

You have to COVER YOUR A$$...

I have had some people I know learn the hard way.

I already know all of the steps.. what I was curious about was what the people look for when they show up at my place.. mold on the doors? cracks in the walls? dirt? whatever else.
