Recently I attended a Spouse Employment workshop by HRO and thought I would share details in case anyone might be interested. It was very informative training! They discussed the in-and-outs of the different preferences/statuses spouses (and others) can use to increase your hiring potential while here in Japan looking for federal employment. They talked about how the job announcement and certification process is done here and also how to properly apply. They went over KSAs (which alot of people seem to have questions about). Sidenote: on May 11 Obama put in place federal hiring reforms; so, essay-type KSAs should be done away with soon!! YAY!! During the training there were alot of questions from the attendees and the speaker spent alot of time making sure all the questions were throughly answered. (Great job HRO!!) They stated they offer the workshop every month (as long as the min number register). So, if you want to get into the federal gov't-- it might be something you want to check out!
