Q: I recently read that U.S. Naval Hospital Yokosuka galley will only be able to accommodate bona fide visitors, patients and staff due to rising costs and space availability. I think the hospital galley was a very healthy place to eat for a good price. I would much rather pay a little extra for the meal to make the galley accessible to the above. Thoughts?

A: Thank you for the compliment. The USNH galley prides itself on offering healthy choices to our customers. Unfortunately, prices for this type of service are set by Congress and the hospital is unable to alter them from the current flat meal rate. Due to manpower and financial constraints, as well as limited seating space, the hospital is unable to provide services beyond the primary mission of meeting the nutritional needs of USNH patients and staff.

I'm a retired PS1 and now a DOD Navy Civilian. I was not aware I could not eat at my local galley until I was turned away. I was so shocked and incredulous that I ran to my computer to research it..and that is how I ran into this threat.
Everyday, I am reminded that the personal sacrifices that I made in service to my country were for nothing. What message does this send to those that are currently serving on acive duty? What is their reward when they retire?
Incidently, I also noticed that the Blue Jacket Galley in Annapolis serves EVERYONE. https://www.cnic.navy.mil/Annapolis/FamilyReadiness/Galleys/index.htm#printPageLink
Seems to me that if a rule is open to interpretation/speculation that it is always best to act in the best interest of all concerned.

There is a post on the website about the Galley’s onbase, and how retired members are not allowed to go.

    Judy,

    I appreciate your service to America and that is why I, as a taxpayer, I help to provide veterans like you with;

    1. A pension,
    2. Lifetime medical treatment,
    3. Lifetime patronage to tax free exchanges,
    4. Lifetime patronage to tax free commissaries,
    5. Lifetime access to base facilities,
    6. Lifetime access to Space A travel,
    7. The 9/11 GI Bill that is better than anything I could ever dream of getting as a civilian,
    8. Priority placement for government jobs,
    9. Career technical education,
    10. State benefits that vary but in some places are pretty incredible,
    11. A small island of Americana in the middle of Japan for you and your family,
    12. National holidays dedicated to honoring your sacrifice,
    13. The thanks of a greatfull nation.

Sorry we can't also give you a discount on lunch at work. You should write your Congressman.

    1.  Not inconsistent with other civilian jobs.  Granted, not many civilian jobs have a pension.
    2.  It used to be free.  I have to pay for in annual premiums, co-payments, drugs, etc.  There was a time in my life where I was suicidal and in desperate need of psychiatric attention.  The Naval Hospital turned me away because I was a retiree.  I went to Fleet and Family Support Services, again, the same answer...they did not have room for retirees.  I called Tricare who gave me a list of 4 social workers.  Upon calling all of them, only one of them was able to see me within 2 weeks..the others were booked for a couple of months.
My infant son lost half his finger to impetigo because the emergency room kept turning me away saying it was just a rash.  I had to get the CO of the hospital involved.  For 7 years, I worked and PT'd all the while in horrible back pain.  All they gave me was motrin.  I paid a civilian doctor out of my own pocket to have him order an MRI (which I paid for as well).  Turns out I had three herneated discs.   Not only is it not free, but the quality falls short of humane.
    3.  Exchanges are overpriced.  Much cheaper to shop at civilian stores even with the tax added.
    4. 5. 6. 7.  I'll give you these.  However, if only one could actually get a guaranteed flight on Space A...
    8. Been in long enough to know that it all depends on who you know...Know many highly qualified individuals that cannot get in because they're not in the back scratching business.
    9.  Not sure what you are referring to.
    10.  Not aware of any benefits in my state.  Why isn't it at the national level?
    11.  Not worth the sacrifice
    12.  If the presidents, blacks, Christians, pilgrims, laborers and such get a holiday, why not us.
    13.  Thank God for that!

I was not asking for a discount for lunch.  Just the use of the facility at whatever price is deemed appropriate. How is foreign military better than your own retirees? Yet they are authorized to use the Galley.

Judy - Keep up the fight and dont give up. You served your country and deserve those benefits.   This is a hot-button topic for retirees in Yokosuka and you will meet with many deaf ears about it, even from fellow retirees.   You make some valid points which merit consideration.   You will soon find out that many, many, retirees won't "rock the boat" for fear of losing their "lucrative" jobs on the base and not get their beloved extension requests past the 5 year mark.   It sucks and you will run into this phenomenon.    I call it the "Yokosuka Survival Mentality."   It's no different than how some Jews survived the concentration camps in Nazi Germany.

What foreign military are you referring to? Do you mean to say that they are allowing foreign nationals in the CFAY Galley?

The above link is to CNICINST4061.1 which authorizes the use of the Galley to all active duty (US AND Foreign). See section 3.a.(1)

I didn't know about that. Comes to show you how the whole system sucks. We have to cow-tow to the local populace when in reality we are here defending them, not the other way around. Here in Yokosuka they are very happy to not have retirees use the base galley because this way MWR and the NEX get to sell their trailer-trash food to the masses and make profits so they can then waste it on b.s. programs.
