Q: Can you tell me when the rules changed, verify what I went through to register my new car and highlight the procedure for registering a new car on base? This is what happened to me, is it correct? I just bought a new car and got all the paperwork done including LTO, insurance, recycle fee , parking space certification, etc. The Vehicle Registration Office (VRO) would not give me a base sticker until I got rid of my old car. I told the representative that I have it for sale, and I don’t know how long it will take. VRO said that they would give me a two-week vehicle pass to get on base, which was fine. After two weeks I still hadn’t sold my car, and VRO said they don’t issue any more vehicle passes after two weeks and that I have to fill out a form at the security office for a one-week pass. This was OK, not much of an issue since it is right next to the VRO office. A week passed by and I went to the security office, where someone said they don’t issue any more vehicle passes and that I need to go to the VRO office. So I walked next door and asked to get an extension to get on base until I sell my car; and VRO said that they can’t give me any more extensions and that I have to go to the front gate and get a one-day vehicle base pass everyday until I sell or junk my car. I don’t think it is fair that a person is pressured or inconvenienced in this way. If I do junk the car, I will lose money or I can lower the asking price of my car until I get an offer; either way, I lose money and I have to make daily trips to the front gate to get a pass to drive on base.

A: Due to the limited number of parking spaces on base Fleet Activities Yokosuka in accordance with CFAY Instruction 5800.2E, dated 26 NOV 97 with change 3, a family or single driver is allowed to register only one vehicle for use onbase unless they have requested and received approval for a second vehicle from the Commander, Fleet Activities Yokosuka. The normal procedure in this situation is for the owner to sell or junk their current vehicle, de-register it; and then register the new vehicle at which point they would be able to get a current base decal.

Does all that apply to motorcycles too? I'm planning on getting a motorcycle and license once I get there... Just to put around the base on.
