I guess it depends on what they are looking for.
Are they seeking SOFA, or married to Japanese and wanting to be hired through the Japanese system? Are they wanting a contracting job, full time, part time....the list could go on and on. =)

What exactly is the person looking for?

The best place for them to start is with the HRO office by CNFJ. That is where most of the GS jobs with veterans preferences are offered.  They can also check the CNFJ HRO wesbite and they update the site daily with jobs here in Yokosuka, Atsugi, Sasebo and Okinawa.  It is a very slow process though, as it takes almost 90 days from the day you apply before there will be a decision made by the selecting official and also for HRO to complete all of their paperwork.
Thats why most of us end up having to do part time jobs such as Taxi, MWR, Chili`s, etc until we get that job that gets us into the federal system.

FYI- If you are a veteran, or have prior military service, make sure that the job you are applying for says that they are recruiting for VRA, which means they will give you military preference points.  If it does not say that, you are then just like every other applicant and not given any advantages.  If you have 30% or more disability rating, then you also have a high chance of getting selected as well.
