Got a question. Can a retiree with an ID card take a taxi into Negishi Heights, or must one dismount at the gate and hike it?

The rules are the same as main base. Problem is, we're so far from main base that it's a rare thing for the taxis here to have the special yellow tag. Matter of fact, I have yet to see one. I would just assume that you will have to walk around the base once you get on.

I've never seen a cab on Negishi base either - they are always waiting at the gate for people, but never driving through.  Lukily, as you probably remember, it's not a very big area, so walking is actually very pleasant if the weather is as mild as it was today.

I've seen the Japanese residents use cabs on base. So strange...

If you take the 103 bus to Negishidai from the area around Hinodecho station, it actually brings you almost as far as most taxis will go (I haven't ever seen one on base, either). It's not far from the bus stop to the main gate to the housing area, maybe about a 5 minute walk. A taxi from that area will probably run between $15-20, and taking the bus is 210 yen.

What day are you planning on visiting? Maybe someone would be willing to help show you around and help you find your old house.
