    Steps to Register/Transfer a Car Onbase..

    Someone was looking for information on this topic.  Lets try to make a complete step by step guide, for any and all situations.

    I will try to get some information and some steps from the VRO to help people.

    Problem!! My husband and I just bought a car off the lot at Yoko. This lady was helpful with most of the information she gave us. But when we got home. My husband searched the process for getting it registered and stuff. He saw somewhere that he needed to run a chit to be able to go to VRO and get it registered. He is an E-4, im 7 months pregnant, and we are signing our offer to move to Ikego this coming thursday. Nobody, not even the lady mentioned anything about a chit!!! Is there anyway to go around this darn chit?! We have a lot of baby things tthat we had to move ourselves and he needs to get to work from Ikego to Yoko, since they are not giving him time off to get any of this done. HELP!! We just keep getting jerked around since weve been here!

    Unfortunately there is nothing you or your husband will be able to do about the request chit.

    Its 7th Fleet Policy.

    Here is why:

    The # of individuals on this base are larger than the # of park spots available on the base. If they were just to waive the policy, or not even have one in place you would have ever junior sailor on the water front having vehicles.

    Do you live onbase or off-base?

    I would assume off-base you may be able to explain the reason why a vehicle is important having a family, hauling groceries, etc..

    I am not sure about your husbands situation, or where he is stationed, but if your new they usually start junior sailors off with a blue/white card. I dont know how they do it right now. It used to be you get white first and then blue. I actually new people that were married who had a WHITE liberty card, but lived off-base and had a family. That meant they had to be in the house by 12pm, but really no one was enforcing it, because they lived off-base.

    That may come into play if you are in that type of situation.

    When I was an E-4, I was granted the ability to drive here in Yokosuka. This was over 8 years ago though.

    I had to run a request as well, but I was EP sailor / blue card sailor and met all the requirements.

    We are going to live on base in Ikego. The reason we need a car is because my husband works 12 hour shifts. 5am to 5pm. I know there is the home to work buses and vice versa, but it doesn't work with his schedule. The trains don't run at 5am from what i have heard either. Can we even drive a vehicle until it's been to VRO and LTO?

    No you are not allowed to drive the vehicle.

    It must be in your name. You must have a Japanese Drivers license.
    You must have JCI/Liability added, get the car base inspected, and then take it to VRO. Once they ensure everything is good to go with it, you will take it to LTO and finish up the final paperwork.

    During this process, you can have Japanese Temp Tags which will allow you to drive the vehicle, but if your husband is not authorized to have a vehicle, I am not really sure about this. He must of course have his Japanese drivers license, right?

    I understand the difficulty your faced with living in Ikego and no car. It may be tough. I remember guys on the similar schedule that didnt have a vehicle and because they didnt, they got to come in later each day, around 7am, instead of 6am. So there are other options if they do deny you. I doubt they will though. Usually married guys that are E-4 will be the ones that they will provide the waiver to. Now single guys living on the ship that are E-4, they really dont have a NEED for a vehicle. But in your case, I would say you do.

    Yea, married with family members is usually not a problem. Run the chit. The LTO/VRO dance can be completed in one day (half day actually), but you gotta have that chit.

    Yea, he has the drivers license. I'm getting one soon too. The base inspections is already done on the vehicle. Can we still get most of the paper work like JCI/Liability and Parking Permit or do you need the chit for that too? The chit says its like authorization to register the vehicle. Still this chit will take probably a month or more to come back.
