    DO YOU THINK CARS SHOULD BE TICKETED IF PARKED IN THE "LOADING ZONE" , IF THEY HAVE BEEN PARKED THERE FOR OVER 15 MINUTES?

    For the last year and a half that I have lived in Izumo tower my neighbor has made the "loading zone" their personal parking spot. This person will park their now white Laurel license plate #42-89, in the loading zone late at night and leave it there till the morning when they go to work. I've called security 6 times in four weeks, and I get two responses,
    1. "well if they aren't parking in the lines of the loading zone then its ok, they do not have to move their car". 2. "Yes, we will call them to have it moved."

    Notes, from other residences, have been left on this person's car asking for them to "please move their car". I feel a ticket should be given to anyone who has security called on them more then three times. Security should be monitoring the loading zones. In Yokosuka you are ticketed, and towed if you parked illegally. Why are the rules different in Ikego?

    Tickets should be given out and fines should be paid. That money could go to rebuilding a bigger mini mart or the schools.

    If there is anyone who could help with this situation please let me know.

    Fines - Tickets....

    You mean points right..

    Whats funny about the driving laws and ticketing system, is once you reach a certain point system, from my understanding the points reset after a period of time, I believe 1 year. So you reach 8 points for year, never show up to 1 court date to appear in front of the judge and nothing happens to you...

    How do I know that?

    Because 6 years ago, when they had major problems with parking near the Kitty Hawk when they were in Dry Dock, we used to all park on the grass. I remember time after time, we all got tickets on our cars.. Oops +2 points today, next week... Oops +2 Points again.... Oops... I never heard a thing from anyone about it..

    I dont want to also be appeared as repeat offender, but a few years back the base had a major major problem with parking spots, and the amount of drivers/cars that were onbase. They were allowing almost every E-4 on ships parking privileges, which eventually became a big problem. There was honestly NO parking around the Kitty Hawk, or even in the parking decks! I mean no where.. So the only thing we could all do, is park along the side of the road, or on top of the road. There were hundreds of cars parked there everyday. Did Security ticket people everyday? Nope! Only when they decided to.. So people just kept taking the chance everyday.. If it was really really a problem, they would of been out there, every single day or the Kitty Hawk chain of command would of got involved. You had Chiefs, Master Chiefs, Officers, Everyone was parking along this same road... Does it make it right? No, but what can you do, when there are no spots?

    I dont live in the base, so I cannot comment about your situation, and the parking problems onbase anymore. If it pissed me off enough I would probably complain as well. Hopefully this raises some flags and gets some attention for your issue.. Good luck..

    Put boogers on the wind shield and then the door handles with a note that the boogers will continue until the parking is stopped...worked for me once...

    We have the same problem at Ise. Its even worse during the late afternoon when everyone comes to check their mail. There are times when I have to walk all the way down to the Post Office parking spots to get on the sidewalk with my stroller, because there are so many cars parked on the side under the drive through. I dont mind the walking myself, but with it being cold and rainy, I hate having to have my 4 month old out that much simply because someone is too lazy to park.

    I noticed on their last car, someone took out the driver side mirror, then they got a new car! This person doesn't seem to realize how irritated their neighbors are. Which means security needs to setup. I really want to avoid there being an incident, broken window or damage to the car. I believe in Karma, but I can just see another neighbor of mine being destructive.

    Is there a law or code of conduct online for the base?

    BOOGERS, we will call that plan B. LOL

    Security isn't going to enforce the parking rules because they will tell you they are undermanned, it is also useless to file a complaint with security for reporting various violations, security will tell you that it is your word and agianst theirs, times, dates license plate info won't make a difference.
    Security is tasked with enforcement, the safety department
    writes the rules but there is virtually no communication between the two. Coupled with this you have the CO who pays no attention to security or safety but merely his own wants
    with no thought given to the ability to enforce the rules or the value of the rule being written. It is the blind leading the blind. I work for a government agency which must deal with CFAY on a host of issues, CFAY is it's own worst enemy.

    I must disagree with you here (partially), I have, on many occasions, made reports with security over the phone and in person and was mostly assisted. Several times from my office window I see violators parking illegally and report that to them and see a patrol car out there within the hour if the person hasn't moved it on their own. Security is NOT here to be Police Officers (in my opinion) as they go out of their way to assist the vehicle's owner. They will call the offender or the offender's command and give them time to correct the situation on their own. I personally don't like this way as I prefer them to ticket and move on with life, but this is the way they chose to operate many years ago and it is the "nicer" way of doing business. If after an hour of your initial complaint I would suggest giving them a "follow-up" call as I am sure they tried doing what I just mentioned above. If it fails they usually will come out and ticket the violator.

    Safety Office on base is very quick to respond if you use the ICE system. I made a complaint on ICE and within 40 minutes the safety office was at the site making corrections/repairs to get the site back in to specifications.

    Now for my own rant, I wish security would authorize a few personnel from each command to be "authorized ticketers". A few years back (before all the reserved parking was removed) every command had at least one person who could issue tickets and I was one of those individuals. It only took a few minutes out of my day and I noticed a lot less infractions back then.

    Here's what you do.... ensure you have a camera that includes the date/time with the pictures. And then take pictures of them parked illegally, ensuring the license plate is visible and legible. Even better if you can include all of it as well as the no parking paint job. Best yet would be a picture that shows WHY it's a safety concern (i.e., inability to drive by safely, etc...).

    After you get about 10 of those pictures, make color copies and send to the safety office with originals to the security officer under cover asking why, after reporting this to security several times, are your SAFETY concerns not getting addressed (recommend a "copy to" on the bottom of the cover letter so they know each other got it). SAFETY concerns. Not the "no parking" or inconvience... the SAFETY concerns. They cannot ignore items brought to their attention if the focus is on safety. Not unless, of course, they are willing to be hammered when/if something ever happens.

    I think that the person should be ticketed. People also need to learn that they need to park in the part where they are supposed to park in. A few months ago some idiot decided to park right in front of the ramp to get into my complex, I had a whole grocery cart full of groceries and had to lift it to get it over the curb.

    The point of the Loading Zone Parking is just that LOADING and UNLOADING ur stuff. Ur only suppose to be there for 15 minutes and its for resident use only. So people that park in Ise to check their mail that dont live their are WRONG!!! its really annoying when u have $300 worth of groceries and people are parked there blocking ur way so cant unload them. Also anywhere the side of the road is painted solid yellow is a NO PARKING ZONE!!! So dont do it!

    I've seen at least one car with a "boot" on the front tire here on Ikego. That car was parked on the street not in the loading zone of a tower. Why not ticket and boot the car? I know that would be bad for the other people in the tower temporarily but it would be a deterent to a repeat offender to parking there again.

    Put olive oil on their windshield, or vaseline. Just make sure you don't leave any fingerprints. OH! And put the vaseline on the door handles too.
