    Appointment System for American Citizens Services

    Appointments are available Monday-Friday, 8:45-11:45 a.m. and 2:00-3:45 p.m., except Wednesday afternoons and on Japanese or U.S. public holidays. Please make just one appointment per family.

    The scheduled appointment will be automatically cancelled for the applicant who arrives one hour or later than the appointed time. The applicant will be required to make a new appointment via our website.

    ACS Appointments have come to Tokyo!

    As of Monday, August 17, most non-emergency American Citizen Services (ACS) at the U.S. Embassy in Tokyo will be by appointment only through an online appointment system. You can make your appointment now by visiting the ACS webpage. (http://japan.usembassy.gov/e/acs/tacs-appointments.html)
    Appointments will be needed for all Passport services, Consular Report of Birth Abroad (CRBA) applications, notary services, and Federal Benefits services.
    No appointments are necessary for Americans requiring emergency services. Emergency ACS services include:
    • reporting the death, arrest of, or a missing American citizen, and accidents and illnesses involving American citizens
    • replacement of lost, stolen, or expired passports for those with an urgent need to travel
    • Americans requiring emergency financial assistance to return to the United States
    • American victims of criminal incidents
    Tokyo ACS Hours: Monday through Friday from 8:45–12 noon; and on Monday, Tuesday, Thursday, and Friday from 2–4 p.m. The ACS section in Tokyo will be closed to the public on Wednesday afternoons.

    Passport services: Appointments for new and replacement passports and for adding extra visa pages will be offered every morning Monday through Friday, and in the afternoons on Monday, Tuesday, Thursday, and Friday. Make only one appointment per family!

    Consular Report of Birth Abroad (CRBA): Appointments will be offered every morning Monday through Friday, and in the afternoons on Monday, Tuesday, Thursday, and Friday. When you make an appointment for a birth record for your infant, we will process your infant's passport application at the same time, plus any other passport application for your family. There's no need to make a separate passport appointment when you make a CRBA appointment.

    Notary services: Appointments will be offered Monday through Friday in the mornings only.

    Complete your U.S. Passport Application Online Prior to Coming to the Embassy.

    Before appearing for appointments, passport applicants are requested to complete passport applications and other forms online at https://pptform.state.gov and print the completed passport application prior to coming to the Embassy. While we will still accept handwritten forms, use of online forms results in fewer errors and faster processing time.

    Make Copies of All Required Citizenship and Identification Documents

    All passport and CRBA applicants should bring their original citizenship and identification documents with them to their appointments (see http://japan.usembassy.gov/e/tacs-main.html for required documents for each service) plus a photocopy of each of those documents.
    For passports, copy the bio page of the passport (the page with your picture). For U.S. Government-issued picture identification cards and U.S. state drivers licenses, please copy both sides of the ID card or license.
    Bring an Envelope for all Passport and Report of Birth Applications
    All non-military passport and Consular Report of Birth Abroad (CRBA) applicants must submit an ExPack 500 envelope or a self-addressed, stamped envelope with their passport or CRBA applications. These envelopes will be used to mail your passports and CRBAs back to you.
    Military personnel or their dependents using an APO or FPO address should include a regular legal size or larger self-addressed envelope marked "MPS". Please note: persons using an APO or FPO mailing address cannot use the ExPack 500 envelope.
    Both passports and CRBAs will fit into an ExPack 500 envelope. If you provide a self-addressed, stamped envelope for returning a CRBA, it must be at least 30 x 24 cm (width × length) to accommodate the A4 size CRBA certificate.
    Purchasing ExPack 500 Envelopes: ExPack envelopes cost only 500 yen and can be purchased at any post office in Japan. They are also available for purchase at the Lawson's convenience store located directly across from the northwest corner of the U.S. Embassy. ExPack envelopes are a quick, reliable, and secure method of mailing, and envelopes are tracked from sender to receiver.

    Passport Pickup Policy

    Because of increases in Tokyo ACS workload and restrictions on staffing, we regret we will be unable to notify customers for pickup of their passports and other documents at the U.S. Embassy except in emergency circumstances.
    If due to time constraints you need to pick up your passport instead of having it mailed back to you, please notify passport unit personnel at the time of your application. Passport unit staff will provide you with the date and time when your passport will be ready for pickup.
    Passports will be available for pickup during normal ACS hours on a walk-in basis. You do not need to make an appointment for pickup of your passport. Please remember that ACS is closed to the public on Wednesday afternoons.

    Making an ACS Appointment Online

    To make an online ACS appointment, you must go to http://japan.usembassy.gov/e/acs/tacs-appointments.html; click on the service you require, follow all instructions, then book an online appointment. Just print out the appointment letter and bring it to the Embassy on the day of your appointment.

    • For all passport services, click on "U.S. Passports" on the left sidebar.
    • For a CRBA for a new baby, click on "A New Baby" on the left sidebar.
    • For notary services, click on "Resources" then "Notaries" on the left sidebar.
    • Appointments for Federal Benefit services are not available online. Click on "Federal Benefits" for instructions on making an appointment with the Federal Benefits Unit.

    ACS Appointment Checklist

    Here is a handy checklist for those with appointments:

    • Check the U.S. Embassy ACS webpage to identify form and document requirements and make online appointments
    • Print out the appointment letter and bring it to your appointment
    • Complete passport and any other required forms online; print them and bring to your appointment (no copies of forms needed)
    • Original supporting documents plus one photocopy of each document
    • Photos for passport applications
    • ExPack 500 envelope or a self-addressed, stamped envelope
    • Passport and/or other government-issued picture identification plus one photocopy of each ID or license
    • Major credit card or cash (in either Japanese yen or U.S. dollars) to pay for your service

    Entering The Embassy

    There are two lines to enter the U.S. Embassy: one line is strictly for visa applicants; the other line is for American Citizen Service patrons and other visitors to the Embassy, and usually requires no waiting. You will go through a security screening process before entering the Embassy grounds.
    Look for directions for ACS customers to enter the consular waiting room. Again, bypass the line for visa applicants by entering through the middle doors to the consular area.
    Once inside the consular waiting room, enter the ACS waiting room to the LEFT. Signs in the ACS waiting room will ask you to present your appointment letter at one of the windows. Those with appointments will be seen in order, and will be served as close to their appointment times as possible.
